The Saving Money at Home Program is a program implemented by the Ministry of Environment, Energy and Climate Change (YPEKA).
The program is co-financed and provides incentives to property owners, to improve the energy efficiency of their property, saving energy and money, upgrading its energy rating.
Homes eligible for the program, are all houses, apartment buildings and individual apartments, which meet the following criteria: – They are located in rural areas with a zone price lower than or equal to €2,100/square meter – They have been classified according to the Energy Performance Certificate (EPC) in a class lower than or equal to D. There is no limit to the number of properties per citizen, while in apartment buildings those of the owners who do not wish to join the program can participate with their own funds. Furthermore, empty apartments which were used within the last three years are also included.
The savings achieved by the interventions of the program must correspond to an upgrade of an energy class or to 30% of the energy consumption of the said building.
- Installation of thermal insulation on the building shell including the flat roof/roof and the pilotis (includes additional works, such as dismantling, stripping and removal, interventions on the roof, e.g. replacement of tiles, etc.).
- Replacement of frames and installation of shading systems (including the front door of the building, stairwell frames, shutters, roller blinds and shutters, awnings, etc.). In the context of the Saving Money at Home Program, shading systems can be installed only by certified professionals. - Upgrading of the heating system and of the supply of hot water for domestic use (including the replacement of the boiler room equipment and of the distribution network equipment, installation of a solar water heater, control and autonomy of heating systems, etc.).
The implementation of the interventions does not require a permit, nor even the authorization of small-scale construction works, except in very special cases. The maximum eligible budget of the interventions, including VAT (which constitutes an eligible expenditure for the Program) cannot exceed €15,000 per property. For example, a citizen with a family income of €35,000, for a works of a budget of €10,000, takes out a 5-year loan in June 2012 of an amount of €6,500 and receives a grant for the remaining €3,500. His loan installment is approximately €110, while the interest he will incur for the period 1/1/2016-7/1/2017 is about €80. In addition, he shall be reimbursed for the costs of the energy audit and the fee of his project consultant.
